| Technical Assistance for the Promotion of Civil Society Dialogue between EU and Turkey |
|
What is Civil Society Dialogue ?
Over decades Turkey and the EU have already established numerous contacts at political, economic, professional, cultural and educational level. The Civil Society Dialogue makes Turkey better known within the EU, and allows Turkish citizens to understand more about the EU, its values and policies.
At the same time, the dialogue assists citizens in being more involved in political, cultural and economic development - thus boosting the emergence of a vigorous civil society in countries that accede to the EU.
|
|
One of the main objectives of the European Union is ensuring peaceful and harmonious coexistence of European societies. The Civil Society Dialogue Project has been developed to contribute the preparation of Turkish society for membership and to bring Turkish society closer to Member States' societies in the framework of common values, by creating opportunities for closer cooperation and interaction in various fields.
Ambassador Oğuz Demiralp
the Secretary General of the EUSG

"There are wide differences in the mutual perceptions between Turkey and the EU in the context of the accession negotiations.
The EU and Turkey need to understand each other better. This is why the EU calls upon civil society organisations in the EU and Turkey to help build this understanding through dialogue and increasing mutual ties."
Head of the Delegation of the European Commission to Turkey
Marc Pierini,
Ankara, 24 January, 2007

Definitions
It is possible to find a range of definitions for "civil society", but a wide and inclusive type of definition tends to include all those elements of society that are neither the State (institutions of Government) nor Market (for-profit business entities). Thus, in this sense, the dialogue concerns the voice of Civil Society coming from organisations such as Associations, Foundations, Trade Unions, Professional Organisations, Chambers of Commerce and Industry, Universities, the Media, and other community groups and platforms.
Similarly "dialogue" has also been defined in many different ways, but one of the most convincing and authoritative is that coined by the Philosopher, Thinker and Physicist, David Bohm. Bohm viewed Dialogue as a stream of meaning flowing among and through a group of people, out of which may emerge some new understanding, something creative. Dialogue moves beyond any one individual's understanding, to make explicit the implicit and build collective meaning and community.
It is often useful to contrast Dialogue with discussion. In Dialogue we are interested in creating a fuller picture of reality rather than breaking it down into fragments or parts, as happens in discussion. In Dialogue we do not try to convince others of our points of view. There is no emphasis on winning, but rather on learning, collaboration and the synthesis of points of view.

What is the Civil Society Dialogue Project (CSD) ?
The European Commission strategy for accession negotiations with Turkey is based on three pillars. The first pillar is designed to support the reform process in Turkey. The second pillar sets out the framework for accession negotiations. The third pillar concerns the strengthening of political and cultural dialogue through civil society in Turkey and the EU. With the aim of enhancing mutual understanding by bringing people together, this inclusive dialogue also will involve civil society. The European Council endorsed the European Commission recommendation and broadened its scope by stipulating that "parallel to accession negotiations, the Union will engage with every candidate state in an intensive political and cultural dialogue. The long-term objective of the dialogue is to prepare civil society from the EU and candidate countries for future enlargement."
In 2005 the European Commission adopted a Communication that establishes objectives and priorities for further development of a civil society dialogue between the EU and Candidate countries[1]. It aims to bring citizens and different cultures, political and economic systems closer in order to bridge the information gap, achieve better mutual knowledge, thus ensuring a stronger awareness of the opportunities as well as the challenges of future accessions.
In support of this dialogue process the Turkish Secretariat General for EU Affairs (EUSG) has designed a programme titled: Promotion of the Civil Society Dialogue between European Union and Turkey. It is co-financed by the EC and provides for implementation of four Grant Schemes amounting to 19,3 MEUR and aiming at intensifying and diversifying the contacts between:
-
Towns and Municipalities (5 MEUR)
-
Professional Organizations (3 MEUR)
-
Universities (9,3 MEUR)
-
Youth Initiatives for Dialogue (2 MEUR)
